I think this photo is actually older than the "1960s", maybe more likely from some point after switching to CBS Radio from NBC (early 1949).
Does anyone know when - and possibly where - this was taken?

Definitely at the time of the move to CBS. Probably January of 1949 when the issue was reported in the press:
