It's the audio of a Vitaphone short entitled "Bright Moments" from 1928. Unfortunately the visual portion has been lost.
Whenever I see/hear vaudeville skits that were turned into early sound shorts, it strikes me that radio not only killed vaudeville, but it also revolutionized comedy. The Jell-o show of 1938 has more in common with today's comedy than it did with Vaudeville of the 1920s.
