Does anyone know the significance of this little card?

I'm wondering when and why Jack might've given out this little card. Would it have accompanied a pack or a carton of Luckies? Anyone know?
I'm asking because I have one, and mine is the only other one I've ever seen besides this one on the internet.
Mine is not signed by Jack.

...I was hoping someone out there could possibly clue me in on what the original purpose of this card was.
The fella who had the other card, explained his was unsigned for many years until he had an occasion to meet Jack, who then signed it for him.

I was thinking about maybe putting my unsigned card on eBay...

Is that one of those cards they used in the old days where when you went to visit someone and gave them your card to announce your arrival? That's my only guess. Not sure that was still in practice during the '40s and '50s tho.

I suspect it's a name card that would accompany something being sent in the mail in case where no cover letter is necessary (e.g., mailing publicity photos). I've gotten many in my mail from politicians over the years.
