Having just shown Casablanca to a film class (and tomorrow night I'm showing a companion film, To Be or Not to Be), I have to say that I'm coming around to Mark Evanier's and Joan Benny's opinion: the waiter we glimpse a couple of times in the background, out of focus, may be Jack. He's got the walk, though he looks a bit chunky to my eye.

Okay, watching Casablanca nearly frame by frame, here's another possibility: Just after the pan across Sam (Dooley Wilson) at the piano with Benny Suspect #1 in uniform at the table in the background, the camera continues past a pair of men smoking at a table. As one says, "Waiting, waiting, waiting," in the far background a waiter walks across from screen right to screen left, and the walk is a lot like Jack's, as is the carriage of the head and the general cast of the features. I think the same waiter later appears a little closer to the camera--the walk is familiar--but he's even more blurry that time around.
