Just an "educated guess": this clip looks as it may have probably appeared on the CBS Evening News, or some other such network news,at the time. The ten seconds of preceding silence would have allowed any anchor to voice over some comment before getting to the actual audio. Either that, or Jack and LBJ were whispering. :?
